Yellow slip (Cyprus MEU1 registration certificate)
Definition
The yellow slip is the everyday name for the registration certificate (form MEU1) that Cyprus's Migration Department issues to EU, EEA and Swiss citizens who live in Cyprus for more than three months. It costs €20, must be applied for within four months of arrival and has no expiry date.
Also called: yellow slip, yellow slip Cyprus, MEU1, MEU1 registration certificate, registration certificate of a Union citizen, βεβαίωση εγγραφής πολίτη της Ένωσης

What is the yellow slip?
It is a registration certificate, not a permit. Citizens of the EU, EEA and Switzerland already have the right to live and work in Cyprus; the certificate records that right once they stay longer than three months. The Migration Department calls it the Registration Certificate (MEU1); in everyday use, including by employers and recruiters, it is called the yellow slip. Its legal basis is the law on the right of Union citizens and their family members to move and reside freely in the Republic.
Non-EU doctors and nurses do not get a yellow slip. They come in on a temporary residence and work permit tied to their employer, issued after Department of Labour approval. The yellow slip matters to them if they are EU citizens by a second nationality, or if colleagues, recruiters or GESY forms mention it.
Who needs it
Any Union citizen staying more than three months who is a worker or self-employed, or who has enough resources and comprehensive sickness insurance. That includes EU-trained nurses and doctors registering with the Cyprus Nursing and Midwifery Council or the Cyprus Medical Council. You also need it in practice to enrol in GESY, which asks non-Cypriots to be registered with the Migration Department.
How to apply as a worker
- Prepare form MEU1 and have your employer sign and stamp Part III, the employment section, with a salary certificate where applicable.
- Gather the worker documents: a copy of your valid passport or identity card (with the original), a Social Insurance Services registration certificate and contributions statement naming your last employer and salary, and a stamped and certified lease or title deed with a utility bill in your name. Add marriage or birth certificates for family, certified and translated where needed.
- If you pay social insurance elsewhere in the EU, bring form A1 and health insurance covering inpatient, outpatient and transport costs.
- Pay the €20 fee and submit at the Migration Department in Nicosia or the District Aliens and Immigration Unit. A photograph is taken when you submit.
Deadlines, cost and validity
Apply within four months of entering Cyprus. The fee is €20 per applicant. The Migration Department says it decides within one month of a complete application and posts the certificate to you. Registration certificates have no expiry date. Not applying can lead to a fine of up to €2,500.
Common problems
- Lease not stamped or certified. The Department asks for a rental document stamped by the Superintendent of Stamping, with certified signatures and receipts.
- Out-of-date postal address. A refusal is posted to your last declared address, and keeping it current is your responsibility, so you do not miss the appeal window.
- Untranslated documents. Supporting documents must be officially translated and certified.
- Missing contributions record. Workers need a Social Insurance Services registration certificate and a contributions statement, so ask your employer to register you for social insurance before you apply.
Questions
No. The MEU1 is only for EU, EEA and Swiss citizens and their family members who are also Union citizens. Third-country professionals work on an employer-linked temporary residence and work permit.
The Migration Department says it decides within one month of a complete application, with all supporting documents provided, and sends the certificate by post.
No. The Migration Department states that registration certificates have no expiry date.
GESY requires non-Cypriots to be registered in Civil Registry and Migration Department records, and EU citizens qualify when they work in Cyprus or hold permanent residence. For EU workers the yellow slip is that registration.
Failing to apply for a registration certificate can lead to a financial penalty of up to €2,500. Apply as soon as you have your employment details and a stamped lease.
Not in the sense of a permit you must earn. It is a registration certificate that records an EU citizen's existing right to reside, given to workers, the self-employed and people with enough resources and sickness insurance.
