Cyprus Medical Council: Registration, Requirements and Fees
The Cyprus Medical Council decides who enters the Cyprus Medical Register. Here is its document list for doctors with a medical degree from outside the EU, item by item.
Overview
The Cyprus Medical Council (Ιατρικό Συμβούλιο Κύπρου) is the statutory body that keeps the Cyprus Medical Register under the Medical Registration Law, Cap. 250.
The law gives it three jobs: maintaining the register, recognising doctors' professional qualifications and registering them, and removing doctors from the register where justified. It also recognises specialist titles under regulations K.D.P. 357/2003 and 456/2004. The Council is based at the Ministry of Health, Prodromou 1 and Chilonos 17, Nicosia.
This page is for doctors who graduated outside the EU, including those working in India, Pakistan, Nigeria, the UK or the Gulf, and want to know exactly what the Council's application requires. The country page covers nursing, permits and pay.
With a non-EU degree, three things carry most of the weight. Your diploma must come with a certificate of equivalence and correspondence from KYSATS, the Cypriot recognition council, or an equivalent body such as Greece's DOATAP. Your credentials must be primary-source verified through ECFMG's EPIC service, a requirement in force since 1 June 2021. And you must show Greek at level C1.
Unlike several other EU registers, the Council's form does not set a separate licensing exam. Instead it asks for proof of training: either a recognised specialist title, or 12 months of practice split equally between internal medicine and surgery in an approved hospital, or 30 months as a doctor in an approved hospital. The Council may also call you to a personal interview.
Registration is not the last step. Every doctor working in Cyprus also needs the annual licence to practise issued through the Cyprus Medical Association, renewed each calendar year. The Council's own website on the old Ministry of Health portal has been retired; this page relies on its archived application form and pages, so confirm the current form with the Council by email at [email protected] before you apply.
Official website: gov.cy
Who it registers
- Cyprus Medical Register: permanent registration of doctors (Cap. 250, Article 7)
- Recognition of specialist titles (regulations K.D.P. 357/2003 and 456/2004)
- Approval for temporary provision of services by doctors established in another EU member state (Cap. 250, Article 10A; Directive 2005/36/EC, Articles 5 to 7)
- Letters of conformity for doctors registered in Cyprus
Eligibility
- A birth certificate or other proof of nationality.
- A certified copy of your medical degree. A degree from a third country must be accompanied by a certificate of equivalence and correspondence from KYSATS or an equivalent body such as DOATAP in Greece.
- Primary-source verification through ECFMG EPIC of your final medical diploma, any postgraduate credential and any specialist qualification, if your basic qualification is from outside the EU.
- A certificate of good standing or of current professional status from the competent authority of each country where you have practised.
- Either a certified specialist title, or certificates showing 12 months as a doctor (6 in internal medicine and 6 in surgery) in a Council-approved hospital, or 30 months as a doctor in a Council-approved hospital (Law 24(I)/2009, Article 7(1)(d)).
- A certificate of good knowledge of Greek at level C1, issued by the Ministry of Education or an equivalent certificate.
- A CV that explains any gap of more than five months after your medical degree, and two small recent photographs.
- Payment of €300 for registration, and €200 if you also want a specialist title recognised.
How to apply
1. Obtain KYSATS equivalence and correspondence
Apply to KYSATS in Nicosia by appointment with your school leaving certificate, degree, transcript and translations. Correspondence requires your programme to include at least two thirds of the subjects, including compulsory subjects, of the reference programme, and KYSATS can ask you to pass additional subjects. Apply early: the Council's form treats this certificate as part of the basic file.2. Open an EPIC account and request verification
Follow ECFMG's instructions for the Medical Council of Cyprus. Your medical school and any postgraduate bodies confirm the documents directly. A certificate of good standing can be sent through EPIC or directly to the Council.3. Collect training and experience certificates
With a specialist title from a third country, get certificates from every hospital where you trained, stating the length and content of training and verified by a competent authority in that country, such as its Ministry of Health. Without a specialist title, get certificates proving the 12-month internship or 30 months of hospital work.4. Get a Greek C1 certificate
The Council cites Article 53 of Directive 2005/36/EC and national law in requiring knowledge of Greek, proved by a C1 certificate from the Ministry of Education or an equivalent certificate under the Public Service Commission's circular.5. Complete the application form and pay
Tick permanent registration and, if relevant, recognition of a specialist title. Your work address is published in the Official Gazette and on the Council's website under Article 14(2) of Cap. 250. Pay €300 to the accounts office of the Medical and Public Health Services or at a Cyprus embassy abroad, and €200 for a specialist title to the Council's Bank of Cyprus account.6. Submit originals or certified copies
Every document must be an original or a certified copy. An incomplete application does not move to the next stage until everything has been sent, so send a full set rather than following up piece by piece.7. Interview and decision
The Council may invite you to a personal interview. It examines applications as soon as possible and not later than three months after the complete file is submitted.8. Obtain the annual licence to practise
After registration, take out the licence to practise through the Cyprus Medical Association's portal. For 2026 the fee is €250 for doctors working in Cyprus, or €125 for doctors in specialist training, junior doctors with certification from their hospital, and parents of four or more children.
Exams and assessments
No separate licensing exam on the application form
The Council's application lists documents, training evidence and Greek, but no licensing examination. It may call you to a personal interview.
KYSATS additional subjects
For certain programmes, KYSATS may require you to attend and pass examinations in additional subjects before it grants equivalence and correspondence. Committees of university professors assess each degree.
Greek language certificate
A C1 certificate of good knowledge of Greek issued by the Ministry of Education, or an equivalent certificate accepted under the Public Service Commission circular.
Language requirements
- The Council does not ask for an English test.
- Greek at level C1 is required of all applicants, by certificate from the Ministry of Education or an equivalent.
- The Council may assess you at a personal interview.
- KYSATS accepts translations into Greek or English made by Cyprus's official sworn translators or the relevant ministry of the awarding country.

Questions
Not on the Medical Council's application form. It relies on KYSATS equivalence, EPIC verification, training evidence, Greek C1 and, where it chooses, an interview.
The Council's form names DOATAP as an example of an equivalent to the KYSATS certificate of equivalence and correspondence.
The alternative in Article 7(1)(d) of Law 24(I)/2009 is 30 months of work as a doctor in a hospital the Council approves. Otherwise you need the 12-month internship split between internal medicine and surgery, or a specialist title.
Yes. Under Article 14(2) of Cap. 250, the work address is published in the Official Gazette and on the Council's website, so it is mandatory. A separate postal address is not published.
Registration puts you on the register; the annual licence lets you practise each year. The Association says practising without a valid licence is a criminal offence and that doctors without one lack its professional liability cover.
Yes. The same form lets registered doctors apply for recognition of a specialist title, quoting their registration number, for €200.
The Council commits to no more than three months after a complete file. The steps before that, KYSATS, EPIC and Greek C1, usually take longer.
