About Policlinico Umberto I

Policlinico Umberto I is the university hospital trust (azienda ospedaliero-universitaria) linked to Sapienza University of Rome. Its history page calls it the first hospital of Rome as capital, and it began working in the first months of 1903.

Today the complex has 46 buildings inside the historic walls plus 8 external sites, close to Termini station.

Its history page describes it as a national hospital of high specialisation and a second-level emergency department (DEA di II livello), with 1,235 beds, 4,700 employees, 41,000 admissions a year, 24,000 day-hospital patients and 140,000 emergency department visits a year. It says it has the largest emergency department in Rome. Newsweek's World's Best Hospitals 2026 lists it 25th in Italy.

As a public employer of the Lazio regional health service, Umberto I fills posts for doctors, nurses, technicians and other health professions through public competitions (concorsi pubblici) and public notices (avvisi). Its 2026 competition notices open the posts to Italian and EU citizens and their family members, and to non-EU citizens only if they hold an EU long-term residence permit, refugee status or subsidiary protection.

That makes Umberto I a realistic employer mainly for internationally trained professionals who already live in Italy with one of those statuses, or who hold EU citizenship. You also need Ministry recognition of your title, registration with the Ordine and adequate Italian, which the notices require from all non-Italian candidates.

What it is known for

  • Emergency medicine (DEA di II livello)

A second-level emergency department with five specialist emergency departments, including haematology, ophthalmic and dental emergency services.

  • Organ transplantation

The Carta dei Servizi lists a transplant area for liver, lung and kidney transplants, with care pathways for each.

  • Oncology and haematology

An integrated department for onco-haematology, dermatology and anatomical pathology diagnostics.

  • Neurosciences and mental health

One of the hospital's integrated departments (DAI), shared with Sapienza's medical school.

  • Maternal and child health

An integrated department for maternal and child health and uro-gynaecological sciences.

An integrated department covering head and neck specialties.

  • Cardiovascular and surgical specialties

International recruitment

  • Umberto I does not describe any international recruitment programme. Its Bandi di concorso page lists public competitions and notices for every profile, with the evaluation criteria, exam papers and final rankings, as required by Italian transparency law.
  • Each competition is published in the Bollettino Ufficiale della Regione Lazio and in the Gazzetta Ufficiale (4th special series, Concorsi ed esami), and applications are accepted only online through the hospital's competition platform. Some competitions are run jointly with other Rome trusts; a 2026 neurosurgery competition, for example, covered posts at Umberto I, ASL Roma 1, ASL Roma 2 and Sant'Andrea.
  • The 2026 notices we read for a consultant doctor post and for a health profession post set the same general rule: Italian or EU citizenship, family members of EU citizens with a right of residence, or non-EU citizens with an EU long-term residence permit, refugee status or subsidiary protection. Non-Italian candidates must also have adequate knowledge of Italian.
  • Candidates with a qualification from abroad must attach proof that it has been recognised in Italy. EU citizens whose title is not yet recognised can be admitted with reservation and must apply for recognition within 15 days of the final ranking if they win.
  • If you do not yet have one of the residence statuses above, a public hospital like Umberto I is unlikely to be your first employer. Italy's derogation in Decree-law 34/2023, which runs to 31 December 2029, lets public and private facilities employ foreign-qualified doctors and nurses under regional rules; check with the Lazio Region and the hospital whether any such contracts are offered.

What you need before you can be hired

  • Eligibility under the competition notice: Italian or EU citizenship, family member of an EU citizen with a right of residence, or for non-EU citizens an EU long-term residence permit (permesso di soggiorno UE per soggiornanti di lungo periodo), refugee status or subsidiary protection.

  • Recognition of your title by the Ministry of Health if you qualified outside Italy, with documentary proof attached to your application.

  • Registration with the Ordine: doctors must be on the albo of the Ordine dei Medici-Chirurghi. Registration in another EU country's register is enough to take part, but Italian registration is required before you start work.

  • For consultant doctor posts (dirigente medico), a specialisation in the discipline or an equivalent or related one under the 1998 ministerial decrees. Doctors from the second year of an Italian specialty programme can also apply and are ranked separately.

  • Adequate knowledge of Italian, required of all candidates who are not Italian citizens. The 2026 notices also test common computer applications and English during the exams.

How to apply

  1. Check you are eligible

Read the general requirements in the notice. If you are a non-EU citizen, you need an EU long-term residence permit, refugee status or subsidiary protection by the closing date, or the application is excluded.
  2. Get recognition and registration

Have your title recognised by the Ministry of Health and register with the Ordine after its Italian check. Specialists also need recognition of their specialist title.
  3. Find a competition

Open the Bandi di concorso page at policlinicoumberto1.it and filter for open notices. Each notice has a PDF with the posts, requirements, exams and deadline.
  4. Apply online before the deadline

Register and apply only through policlinicoumberto1.iscrizioneconcorsi.it, which opens on the day the extract is published in the Gazzetta Ufficiale and closes at midnight on the deadline. Paper applications are not accepted.
  5. Sit the exams

For a consultant doctor competition, the committee awards up to 100 points: 20 for qualifications and 80 for the exams (30 written, 30 practical, 20 oral). Dates and venues are published on the hospital website.
  6. Accept the post from the ranking

Winners are hired from the final ranking after the hospital checks that all requirements are met. Rankings can be used to fill further posts, so check the published updates.
