About Policlinico Gemelli

The Fondazione Policlinico Universitario Agostino Gemelli IRCCS is the teaching hospital of the Faculty of Medicine and Surgery of the Università Cattolica del Sacro Cuore in Rome.

It opened on 10 July 1964 and was part of the university for more than 50 years; since 1 August 2015 it has been run by a private non-profit foundation set up by the Istituto Toniolo and the Università Cattolica.

Its homepage lists 1,526 beds, 5,322 employees, 94,919 patients discharged, 82,076 emergency department visits, 4,110 births, 53,701 operations and about 400 transplants. In 2018 the Ministry of Health recognised it as a research hospital (IRCCS) for personalised medicine and innovative biotechnologies. In Newsweek's World's Best Hospitals 2026 it is ranked first in Italy.

For an internationally trained applicant, Gemelli's legal status matters. Public hospitals in Italy fill posts through public competitions (concorsi) with a nationality rule; Gemelli describes itself as a private non-profit foundation and advertises vacancies on its own careers portal, with separate lists for doctors, health professions such as nurses and midwives, and other staff.

That does not remove the national rules. Whatever your profession, whether you are a doctor, nurse, midwife, physiotherapist or radiographer, you need your title recognised by the Ministry of Health (or one of the temporary regional derogations), registration with the relevant professional Ordine after an Italian language check, and the right to work. Gemelli's careers pages do not describe an international recruitment programme.

International recruitment

  • Gemelli's careers pages (Lavora con noi, with an English version) list current searches by area: doctors, non-medical health staff, health professions (nurses, physiotherapists, laboratory and radiology technicians, midwives), research, technical and administrative staff, support staff, PNRR projects, scholarships and internships. Applications go through an online candidate area.
  • We found no international recruitment programme, relocation package, language course or OSCE support described on Gemelli's own pages. Overseas applicants apply to advertised posts in the same way as Italian candidates, and the adverts and selection are in Italian.
  • Because Gemelli is a private foundation, its vacancies are not public competitions. The nationality rule in article 38 of Legislative Decree 165/2001, which limits most public posts to EU citizens and certain residence statuses, is written for public administrations. You still need recognition, registration and a work permit, which an employer in Italy can support through the work authorisation (nulla osta).
  • Italy also has a temporary route: Decree-law 34/2023, article 15, lets public and private health facilities employ health professionals with a foreign qualification until 31 December 2029 under regional rules, outside the Ministry recognition procedure. Whether Gemelli uses it for a given post is not stated on its pages, so ask before you apply.
  • Non-EU doctors joining a training or updating programme that involves clinical work can also be authorised temporarily under article 39-ter of the immigration law, on an application by the host research hospital or university hospital. This allows clinical work only within that programme, for up to two years.

What you need before you can be hired

  • Recognition of your title by the Ministry of Health (DGPROF) if you qualified outside the EU, with any compensatory measure it sets; doctors apply on form D1 and nurses on form D2. Alternatively, a regional authorisation under the derogation that runs to 31 December 2029.

  • Registration in the albo of the provincial Ordine (OMCeO for doctors, OPI for nurses), which only happens after the Ordine has checked your Italian and your knowledge of the rules on practice. Ordini set their own format; OMCeO Milano, for example, asks for B2 and C1 from 1 September 2026.

  • Italian for daily work: job adverts, selection and clinical work at Gemelli are in Italian.

  • A work and residence permit: nurses hired by health facilities can enter outside the annual quotas under article 27 of the immigration law, and highly qualified posts can use the EU Blue Card. The employer applies for the nulla osta.

  • For specialist posts, recognition of your specialist title, which the Ministry only handles after your basic title is recognised.

How to apply

  1. Start your recognition early

Apply to the Ministry of Health for recognition of your title, with the Declaration of Value from the Italian consulate and Italian translations. The Ministry's stated processing time is four months from a complete file, and it may set an aptitude test in Rome.
  2. Reach working Italian

Plan for at least B2 Italian before you register with an Ordine; some Ordini ask for C1. Gemelli's adverts and interviews are in Italian.
  3. Check Gemelli's current searches

Open the Lavora con noi pages at policlinicogemelli.it and choose your area, for example doctors or health professions. Read each advert for the qualifications, registration and contract it asks for.
  4. Apply through the candidate area

Register in Gemelli's online candidate area, upload your CV and documents, and apply to the specific search. Keep your recognition decree and Ordine registration ready, or explain where you are in the process.
  5. Register with the Ordine

Register with the Ordine of the province where you will live or work, normally the Rome Ordine for Gemelli, after its Italian check. If you do not register within two years of the Ministry decree, the decree loses its effect.
  6. Sort out the permit before you start

If you are outside the EU, the employer applies for the nulla osta at the Sportello Unico per l'Immigrazione; you then apply for the visa and, after arrival, sign the contratto di soggiorno and request the residence permit.

Pay

Gemelli is a private foundation and does not state on its careers pages which collective agreement sets its pay; ask for the agreement and salary in writing with any offer. For comparison, these are the national public health service figures from the agreements published by ARAN, as gross basic amounts. They exclude shifts, nights, on-call and local supplements.
  • Nurse, public health service basic pay

CCNL Comparto Sanità 2022-2024, from 1 January 2024. Reference only; check Gemelli's own contract.

Including the 13th month, from 2025.

  • Gemelli's own pay: Set by the foundationNot published on its careers pages; confirm in the offer.

Questions

Its careers pages list open searches for doctors, for health professions such as nurses and midwives, and for other staff, but do not describe an international recruitment programme. Internationally trained applicants can apply to advertised posts, but need Italian recognition, registration with their Ordine, Italian and a work permit.

No. Since 1 August 2015 it has been run by the Fondazione Policlinico Universitario Agostino Gemelli IRCCS, which it describes as a private non-profit foundation set up by the Istituto Toniolo and the Università Cattolica. It recruits through its own portal rather than public competitions.

The nationality rule in article 38 of Legislative Decree 165/2001 is written for public administrations, and Gemelli is a private foundation. A non-EU applicant still needs a work and residence permit, which the employer starts by applying for the nulla osta.

Yes. The Ordine checks your Italian before it registers you, and Gemelli's adverts and clinical work are in Italian. OMCeO Milano, for example, asks foreign doctors for B2 and for C1 from 1 September 2026; the Rome Ordini for each profession set their own check.

Only through a legal exception. Decree-law 34/2023 lets public and private facilities employ foreign-qualified health professionals until 31 December 2029 under regional rules, and article 39-ter allows temporary clinical work within a training programme. Gemelli's pages do not say when it uses these routes.

Its homepage lists 1,526 beds, 5,322 employees, 94,919 patients discharged and 82,076 emergency department visits. Newsweek's World's Best Hospitals 2026 ranks it first in Italy.

Gemelli does not publish salary scales on its careers pages. National public health service agreements give a nurse's basic pay of €24,918.93 a year plus a 13th month and a hospital doctor's basic pay of €50,005.77 a year, but Gemelli's own contract may differ.
