MIGRIS (Lithuanian Migration Information System)

Definition

MIGRIS is the Lithuanian Migration Information System, the online portal at www.migracija.lt run by the Migration Department under the Ministry of the Interior. Employers use it to submit the mediation letter for a foreign worker, and foreign doctors and nurses use it to fill in residence permit applications, upload documents and book their visit.

What is MIGRIS?

MIGRIS (Migracijos informacinė sistema) is the electronic system the Migration Department uses to handle migration procedures, services and case files. Its public face is www.migracija.lt, where applicants and employers log in, complete forms and book appointments. The Migration Department built it through EU-funded projects to digitalise migration services.

It is not a separate permit or authority. A residence permit is still decided by the Migration Department, and your right to practise medicine or nursing still comes from VASPVT, which licenses health professionals through its own system, LICREG.

How MIGRIS fits into a work permit application

Work in Lithuania, the state talent programme run by Invest Lithuania, sets out the usual order for a temporary residence permit for work:

  1. The employer registers the vacancy with the Employment Service. If the profession is not on the high-demand list, or the quota is used up, the Employment Service must also decide that your work meets labour market needs.
  2. The employer submits a mediation letter (tarpininkavimo raštas) through MIGRIS. The system gives it a number and the employer sends you that number.
  3. You complete the temporary residence permit application online in MIGRIS, enter the mediation letter number and upload your documents.
  4. You book a visit at a Migration Department office through MIGRIS, or apply at an external service provider abroad.
  5. At the visit you hand over original documents, give biometric data and pay the state fee.
  6. You collect the permit, or have it delivered, and declare your place of residence within one month.

How long it takes and what it costs

The Migration Department's state fee for examining an application to issue or renew a temporary residence permit is €160 in the general order or €320 urgently. Personalising a new permit card costs €45, or €90 urgently. Examining an application to change employer, or job function with the same employer, costs €100.

Work in Lithuania puts the process in Lithuania at 45 to 90 days. Applying abroad adds the external provider's own charge: in India the provider charges a €90 customer service fee, and since 1 March 2024 it accepts applications only on certain grounds, including highly skilled work and family reunification.

Common problems

  • No mediation letter number. Your application depends on the employer's MIGRIS submission, so confirm it has been filed before you start.
  • Applying on the wrong ground. Not every external service provider abroad accepts every type of application. Check the Migration Department's page for your country before you book.
  • Mixing up portals. MIGRIS covers immigration. Recognition and your practice licence go through VASPVT, and the language exam through the National Education Agency, although people with a Lithuanian personal code book the State Language exam for permanent residence or citizenship through MIGRIS.
  • Changing jobs without approval. A permit for work is tied to your employer and role, so a move needs a separate application and fee.

For technical faults the Migration Department gives a dedicated MIGRIS support email on its customer service page.
