OKFŐ Hungary: Registration, Exams and Fees
The OKFŐ keeps Hungary's registers of health professionals and decides on many foreign qualifications. Here is what it does, what it does not do, and how its procedures work for people trained abroad.
Overview
The Országos Kórházi Főigazgatóság (OKFŐ, National Directorate General for Hospitals) is the Hungarian state body that keeps the registers of health professionals.
Its human resources departments run the basic register (alapnyilvántartás) of everyone holding a recognised health qualification and the practising register (működési nyilvántartás) that entitles you to practise independently. They also recognise many foreign health qualifications and issue certificates for people moving abroad. Since 26 January 2026 these departments use the website enk.okfo.gov.hu; the older enkk.hu site is kept as an archive.
Government Decree 33/2008 designates the OKFŐ as the recognition authority for health professions regulated by the minister for health in procedures under EU law. In practice, according to the OKFŐ's own allocation table, it recognises every health qualification obtained in an EU member state, specialist qualifications obtained outside the EU (once the basic degree has been recognised) and secondary-level health qualifications obtained outside the EU. Non-EU medical, dental and pharmacy degrees and other degree-level health qualifications go to the Oktatási Hivatal (Educational Authority) instead.
This page is for health professionals trained abroad, including those working in the Gulf, India, the Philippines or Africa, who need to understand how the OKFŐ fits into their route: which of its procedures apply to them, the fees, the deadlines, and what registration involves once their diploma is recognised. The Hungary country page covers residence permits and pay.
The OKFŐ's recognition is not a paper exercise. Where your training differs substantially from Hungarian training, it appoints an expert and then sets conditions in an intermediate decision: an adaptation period, an aptitude test or, for non-EU qualifications, a professional exam or supervised practice. It says plainly that it cannot give an advance opinion on the outcome; you learn what is required only after you apply and the expert has reported.
Registration has its own rules. Your practising registration lasts five years and must be renewed with continuing professional development points. Nurses and other health professionals need active membership of MESZK, and pharmacists of the MGYK; doctors and dentists need Hungarian Medical Chamber membership again from 22 October 2026, the OKFŐ says.

Who it registers
- Basic register (alapnyilvántartás): everyone holding a Hungarian or recognised foreign health qualification, entered automatically after recognition.
- Practising register (működési nyilvántartás) for doctors, dentists, pharmacists and clinical graduates.
- Practising register for health professionals (egészségügyi szakdolgozók), including nurses, midwives, physiotherapists, dietitians and other non-doctor professions.
- Records of supervised activity (felügyelet melletti tevékenységvégzés), including during adaptation periods ordered in recognition procedures.
- Registrations of cross-border service provision by people established in another EEA state, and the European Professional Card for the professions where it exists.
- Recognition decisions for EU qualifications, non-EU specialist qualifications and non-EU secondary-level health qualifications.
Eligibility
- A health qualification from state-recognised, accredited training in the country where you obtained it; the OKFŐ says qualifications from international or supranational organisations without national accreditation cannot be recognised.
- For a non-EU specialist qualification: your basic medical, dental or pharmacy degree must already be recognised in Hungary.
- For non-EU applicants applying for recognition for work: Act C of 2001 generally requires a Hungarian residence permit issued for work or family reunification, with a narrow exception where certain employer-filed permits are pending.
- Certified copies of your documents, and certified Hungarian translations of any non-EU documents, even if they are in English.
- For practising registration: entry in the basic register, a completed and signed application form and the fee.
- For nurses and other health professionals: valid MESZK membership. For pharmacists: valid MGYK membership.
- No grounds for exclusion under the Health Act, such as a ban from practising or a relevant criminal conviction, and any professional language knowledge the law requires in your case.
- If your qualification was obtained or recognised more than eight years before you first apply to register: proof of the continuing education points needed for a renewal.
How to apply
1. Confirm that the OKFŐ is the right authority
Use the OKFŐ's recognition document finder, choosing where you obtained the qualification and its type. If you hold a non-EU medical, dental, pharmacy or other degree-level health qualification, apply to the Educational Authority, not the OKFŐ. Applying to the wrong body is a common and avoidable delay.2. Gather certified documents and translations
The finder lists the documents for your case. The OKFŐ accepts certified copies made by a notary, by its own staff from the original (for its own proceedings only), by OFFI, or copies certified under the law of an EU state. Hungarian translations must be by OFFI, certified by a Hungarian consulate, or certified by a Hungarian notary authorised for that language; EU applicants with English originals may use a non-certified translation.3. Pay the fee and submit
Pay to the OKFŐ's account at the Hungarian State Treasury with your name in the reference; from abroad, use the IBAN the OKFŐ publishes, and you bear transfer and conversion costs. For non-EU qualifications the total is 77,000 Ft. Automatic recognition is free, and general-system recognition of EU qualifications costs only the 32,000 Ft expert fee.4. Expert assessment and intermediate decision
If your qualification cannot be recognised automatically, the OKFŐ appoints an expert and, based on the expert's opinion, may issue an intermediate decision setting an adaptation period or aptitude test. For EU general-system cases the law gives you 15 days to say which of the two you choose. For non-EU qualifications the conditions can include a professional exam.5. Complete the adaptation period or exam
An adaptation period is supervised practice at a health institution entitled to provide practical training; the institution must tell the OKFŐ where and when you start. For an aptitude test, the OKFŐ designates the examining institution, which must notify you of the date, place and subjects at least 30 days before. Report supervised work to the OKFŐ within 15 days of starting.6. Final decision and basic registration
Once you prove the condition is met, the OKFŐ withdraws the intermediate decision, declares equivalence and passes the decision to its registration section. You are entered in the basic register without a separate notice; check the public register search from the day after.7. Join the relevant chamber
Nurses and other health professionals apply to MESZK; pharmacists to the MGYK. The OKFŐ checks membership during registration and, if it is missing, issues a notice to supply it, so join before you apply.8. Apply for practising registration
Submit the paper or electronic form, signed at the declarations, with proof of the 4,000 Ft fee. You choose the name you will practise under, which appears on your registration card and, for doctors, on the medical stamp and prescriptions. The OKFŐ decides within 30 days, and you can suspend the procedure for up to six months to fix gaps.9. Renew every five years
Registration lasts five years. Renewal requires the continuing professional development points for your professional group, and pharmacists must keep their chamber membership throughout the cycle. If your registration lapses, you can work under supervision for up to three years while you restore it.
Exams and assessments
Aptitude test (szakmai alkalmassági vizsga)
Used in EU general-system cases where training differs substantially. The OKFŐ designates the examining institution, which tells you the date, place and subjects at least 30 days in advance. The OKFŐ does not publish a single exam format; the subjects follow from the expert's opinion in your case.
Adaptation period (alkalmazkodási időszak)
Supervised practice of the profession at an institution entitled to provide practical training for your qualification. Act C of 2001 says an adaptation period or aptitude test may not last more than three years. The training institution certifies completion, with an evaluation, to the OKFŐ and to you.
Professional exam or supervised practice for non-EU qualifications
For non-EU secondary-level qualifications, the law allows the authority to require a professional exam and, at your choice, up to one year of full-time supervised activity at an accredited provider or pharmacy instead, where that ensures the professional knowledge and language skills needed. For non-EU specialist qualifications, the conditions can include a professional exam and professional practice.
No licensing exam for registration itself
Practising registration does not involve an exam. The OKFŐ checks your basic register entry, chamber membership where required, continuing education where the eight-year rule applies, and the grounds for exclusion.
Language requirements
- The OKFŐ does not use English tests for registration, and we could not find an English test requirement anywhere in its procedures.
- The Health Act allows registration to be refused where a person does not prove the professional language knowledge required by law in the cases the law specifies. We could not find a page from the OKFŐ that states one fixed Hungarian level for every foreign-trained professional.
- Language can form part of recognition conditions: the law says supervised activity may replace a professional exam where it ensures that you have the professional knowledge and language skills to practise in Hungary.
- For documents, the OKFŐ requires certified Hungarian translations of non-EU diplomas and syllabi, even when they are in English. Its own certificates for people moving abroad can be issued in Hungarian, English or both.

Questions
No. According to the OKFŐ's allocation table, non-EU medical, dental and pharmacy degrees and other degree-level health qualifications are recognised by the Educational Authority. The OKFŐ recognises the specialist qualification afterwards, and it registers you once your degree is recognised.
No. It says that where an expert is needed, no advance opinion is possible, and accurate information on the outcome can only be given after you apply and the expert opinion is available.
Yes, for non-EU qualifications. The OKFŐ requires a certified Hungarian translation unless the case concerns an EU or EEA citizen's qualification obtained in the EU or EEA, where a non-certified translation of English originals is enough.
The basic register certifies that you hold a recognised health qualification and is updated automatically after recognition. The practising register is what entitles you to practise independently; you must apply for it, and it lasts five years.
Yes. Valid MESZK membership is a condition of practising registration for nurses and other health professionals. Pharmacists must join the MGYK; doctors and dentists do not need MOK membership to register.
If more than eight years have passed since you obtained your qualification or had it recognised in Hungary, you must show the continuing education points that a renewal would need before your first registration. Until then you may work under supervision for up to three years.
Yes, under supervision. Someone completing an adaptation period ordered in a recognition procedure may work under the supervision of a qualified, registered colleague until entry in the basic register. You must report it to the OKFŐ within 15 days of starting, and the report is free.
By bank transfer to the OKFŐ's account, using the IBAN it publishes and your name in the reference. You pay the transfer and currency conversion costs, and the OKFŐ issues an invoice on request.
Yes. It issues official certificates for recognition abroad, including good standing, conformity and acquired rights certificates, and a certificate of the length of your professional activity in Hungary, in Hungarian, English or both.
