About Floreasca

The Bucharest Clinical Emergency Hospital (Spitalul Clinic de Urgență București), known as Floreasca after its street, was founded in 1934 with the support of Queen Mother Elena of Romania.

The hospital describes itself as the first emergency hospital in Romania and the only emergency hospital in Bucharest for 44 years.

Today it has 731 beds in 16 wards covering internal medicine, cardiology, gastroenterology, clinical toxicology, neurology, haemodialysis, general surgery, plastic and reconstructive surgery, cardiac and great vessel surgery, neurosurgery, orthopaedics and traumatology, anaesthesia and intensive care. Outpatient clinics add ENT, ophthalmology, gynaecology, dermatology, psychiatry, maxillofacial surgery and rehabilitation.

Its emergency department includes UPU-SMURD, with a helicopter crew on duty 24 hours a day for patients in life-threatening condition, critical patients in small or isolated places, transfers and organ transport for transplantation. Imaging, cardiac catheterisation, endoscopy and laboratory services support the wards.

For an internationally trained doctor, nurse or other health professional, Floreasca is a high-acuity public employer in the capital. Posts are filled by public competition (concurs) announced on the hospital's portal, and you need Romanian recognition, membership of the relevant professional body and Romanian before you can practise.

International recruitment

  • Floreasca does not publish an international recruitment programme, relocation help or visa sponsorship offer, and it names no recruitment agency. Its website is in Romanian.
  • Posts are filled by public competition. Each competition announcement on the hospital's portal comes with the announcement itself, the job description, a registration form, the exam topics and bibliography, and later the candidates' results.
  • The hospital's transparency menu includes a salary income section, but it showed no information when we checked in October 2026, so we could not confirm pay from the hospital.
  • International applicants usually reach the hospital after completing Romanian recognition: CNRED for the basic medical degree, the Ministry of Health with a joint commission of the College of Physicians of Romania (CMR) for specialist titles, CMR membership, and an IGI work permit applied for by the employer.

What you need before you can be hired

  • Legal status to practise. The CMR checklist for third-country specialist titles asks for proof of Romanian or EU citizenship or another legal status that allows you to work in Romania, and the government norms require you to fall within Article 376 of Law 95/2006. Check this before anything else.

  • Recognition. CNRED recognises third-country medical studies; the Ministry of Health, advised by a joint commission with the CMR, recognises specialist titles under Government Decision 764/2017, deciding within 90 days of a complete file and possibly setting an aptitude test. The CMR evaluation fee is €1,000, doubled if a test is needed.

  • CMR membership for doctors. Nurses and midwives are regulated by the OAMGMAMR; contact it directly for its third-country procedure.

  • Romanian. The Ministry of Health file must include a Romanian language certificate or language passport. English tests do not count.

  • Work permit and visa. The employer applies to the General Inspectorate for Immigration (IGI) for a work permit, processed within 30 days or 45 days with further checks; you then apply for a long-stay employment visa and, after arrival, a single permit or EU Blue Card.

How to apply

  1. Confirm you can practise in Romania

Check your status under Article 376 of Law 95/2006 with the CMR ([email protected]) before paying for documents.
  2. Get your degree and specialty recognised

Apply to CNRED for your medical studies and to the Ministry of Health for your specialist title, with legalised Romanian translations.
  3. Prove Romanian

Obtain a Romanian language certificate or language passport for the Ministry of Health file.
  4. Join the professional body

Doctors apply for the CMR membership certificate after the recognition order; nurses and midwives go to the OAMGMAMR.
  5. Enter a competition (concurs)

Watch the announcements page at portal-web.urgentafloreasca.ro/list/anunturi, download the announcement, job description and registration form, and prepare from the published bibliography.
  6. Work permit and visa

If you are not an EU citizen, the hospital as employer applies to the IGI for the work permit before you apply for the long-stay employment visa.

Pay

Pay in Romanian public hospitals is set by national public-sector pay legislation, Law 153/2017 on the pay of staff paid from public funds. Article 33 requires public institutions to publish, every 31 March and 30 September, the base salary for every post and the type, percentage and gross value of supplements. Floreasca's salary income page showed no information when we checked, so we give no hospital figures; check the concurs announcement and your contract.
